I think this shows hits you with the tragedy at the beginning but ultimately it's more of a deconstruction of humanity in the face of adversity. There is the great character development with the main cast and also the on point critique of government ineptitude. Almost a little on the nose right now tbh. I love Boris Shcherbina's transformation in this episode from dismissive bureaucrat to resolved doer.

He's the father of Alexander Skarsgård and Gustaf Skarsgård (who play Floki in Vikings) and Bill Skarsgård (Pennywise from It & It chapter 2). He's in movies like Thor and The Avengers as you mentioned. Also in Pirates of the caribbean 2+3, Good Will Hunting and basically every movie Lars von Trier ever made (like Nymphomaniac or Melancholia)
