Here is an example of an Astray3 page without dialogue. 

I usually account for word balloons when planning out pages. The balloons and initial dialogue are positioned over a rough layout. Then the roughs are  adjusted to make sure the action isn't obscured or competes with the dialogue. This process works well, most of the time. 

In some cases I can get a little too "Make comics the Marvel way" with the pages. Meaning, the writing will get reworked after the final art is complete.

In this case, the balloons overran some background detail.
