That story sounds like the writer jotted random plot points on a table, dropped a bunch of spaghetti on it, and decided to commit. (I LOVE your city reviews!)

Man, when I was in elementary school, I remember they put on a play of this during the assembly. But the story was so dense that they couldn't cover all the story and our teachers made us go back to class halfway through. I spent the longest time thinking maybe I hallucinated or dreamed it, but - nope! The details are exactly as I remembered and then some. Wild.

I recommend 1957 Soviet cartoon adaptation. Trivia, that movie inspire Hayao Miyazaki to stay in animation.
