I really think it's up to what you're comfortable with. If you do keep it the same, I'd just add an accent to the clothing or alter it's color so there isn't a problem. But in terms of tone I don't think a dampened down version would be the worst thing either.

Yes. I honestly think that you would be taking a huge risk with very little gain, as I said on my comment on the other post, were you to keep it the same. I'm all for follow your passion, but wouldn't it be better to realise the real, nsfw version at a later point, when things calm down in Thailand and that wouldn't be perceived as badly?

You could always just include a disclaimer that says Fah Sai isn't linked with the movement and isn't meant to promote nor disparage it but rather is unassociated with the movement. That way you can correctly say its an independent piece of art without seeming political

I'd say don't risk it. You can successfully be suggestive without being "lewd".
