Your question about regeneration and wondering how the Doctor retains his memories and personality is an interesting one with the viewpoint that every cell in is body is remade. While it is not said outright, I feel one of the reasons why the regeneration takes so long is his older brain cells are essentially transferring information to his new ones, and while this is happening his memory and sense of self is all over the place. It makes for an interesting question about what would a Time Lord be like if they were quite badly brain damaged, and the regeneration process had little to go on.

Ooohhh... I like your explanation. That actually makes a lot of sense. So, let's just go with that. lol I also thought that question you posed. I would have to think the regeneration wouldn't work in that case.

I'd add that every cell in our bodies essentially already does change at some point. We're always in flux, and changing. I see regeneration as a sped up version of this. It doesn't change every cell at the same time, but rather does a similar processes of regeneration that our bodies naturally do, on an accelerated time schedule. I think it's because of that regeneration that the doctor's personality changes somewhat. It's like how you're not the same person now as you were when you were a kid. but you also are. Your brain has shifted and changed, making you different. In the case of a Time Lord, regenerating the brain cells makes them essentially the same, but with slight difference since they are physically different, and because it all happens so quickly it sort of results in a sudden personality shift.
