These man in Tartarus weren't prisoners of war - they are just serial killers. It's only the Paranormal Liberation Front and Stain that were on a political revolution ting. Overhaul, Muscular, the mouth sword brudda and One For All defo need to get murked. You dead One For All and you're good to go honestly, Deku and co can probs sort out anyone else. One For All level threats aren't just spawning all the time so the repurcussion shouldn't be TOO deep. They got man in solitary confinement underwater indefinitely, that's just torture.
