While this sounds ominous, and the mice want it to sound ominous, the real gist of this statement is that there are so many mice and their individual time is so worthless that whoever happens to be in earshot of a request is expected to drop what they're doing and relay it back to the broader network.

Again, it's important for there to be a lot of natural limits on the mice and what they can do so they aren't a fix-it for every given problem, and we'd never see them again if their only drawback were a Monkey's Paw shtick. They're a complex little society of dirty, supernatural rodents.
