i think you miss what he said about the crime rate going down after he kills some hero's the other hero's start doing there jobs.

The number of pro heroes is not necessarily proportional to the level of public security they provide if they are slacking and busy doing non-hero side jobs all the time. But you can imagine once the Hero Killer takes out several heroes in one city, the rest of the pro heroes will be more alert. By the time they start doing their actual jobs more seriously, the Hero Killer has moved to another city, and they will end up catching more regular criminals. Hence, the crime rate goes down.
