You must win the fight's against the Earth troops. After a while you get the option "Tactics". When you give the right commands, you can Rei give some orders. ;)

It requires you to have seen a scene already to be able to skip. Old version saves are not enough, though; you have to have seen it in the current version of the game you're playing.

Hit a bug-- after the 'theft' is solved to unlock Mai's nude scene, every time I talk to her she goes through the dialog tree where you have to decide to give up the girls or not. You get the morality bonus/penalty either way. (If you don't talk to her, the nude is still unlocked after the first time; just the dialog is bugged, not the nude.)

Only encountered this once and I don't know how it happened.
