Psychic types are often thought to be the most powerful type due to their telekinetic abilities and influence over most forms of matter- but it's not as simple as thinking of something and it happens.

Oftentimes, simple telekinetic maneuvers require an immense amount of training and concentration in order to pull off. Levitation on its own is extremely difficult and can take months to master, let alone trying to use said levitated objects as effective projectiles. Objects lifted via telekinesis are also limited- something large and squirmy is near impossible to lift up in the air. The most difficult telekinetic feat on record was set by Hatterne who lifted a Milotic about 8 feet in the air for 3 and a half minutes!

Drowzee is quite a talented psychic type to throw that rock as accurately as he did. He probably should have used that concentration for something more useful, but he probably just wanted to flex on these children.
