Is this a bug? I started Qum's quest and when meeting her in the Ari-Yhilina slums the was "walking" toward the soon-to-be-school building (faced to the wall and animated as if walking). For every goal inside and outside the building, her sprite showed that walking animation. I think the only place where she just stands still is in the outskirts. So, not sure whether this accidental or intended.

It's intentional. I used the "walking in place" effect to show that Qum is squirming around in her eagerness to do stuff.
