Luthen sees Cassian as a loose end because he's not a rebel (yet), he's a guy who got his money and intended to disappear and go live a life. That was very clear to Luthen. problem is, people living their lives can be caught by the empire and questioned. And people who aren't very convicted about the rebel cause are relatively likely to just give up information. That's why him being a mercenary gave problems, and why he needs to die. and it turns out he was right, Cassian IS the link to finding Luthen/Axis

Kino's speech... if you don't feel like wanting to get up and run through a wall ... SO GOOD. And then the speech Luthen gives just *chefs kiss* Everyone see Luke Skywalker as the ultimate hero of this entire saga(Star Wars) but the people in this series show that Luke wouldn't have mattered one bit if not for the rebellion that was built by these people. This show is the perfect looking glass into what a real revolution looks like. It's not hashtags or one day strikes against not ordering food from a company etc. Real revolution takes long term hardships & sacrifices. Sacrifices from those who know they won't see the sunrise that they are trying to make for others after them
