Welcome to the communist east during the cold war. Most of us who have parents or grand parents from the old warsaw pact have grown up with stories of the corruption, opression and objective lack of responsibility at all institutional levels that was so prevolent in these nations, Arguably most in the Soviet union as well as its most loyal puppets, DDR etc. It is a cluture that can still be noticed in these areas today. In eastern germany were i live now, it is still common for some of the older people to be scared of decision making as the fear of being at fault outweighs the duty that comes with your position. Modern Russians would tell you the same i suspect. These times left massive scars on large swaths of europe and it really pisses me off when people in the west try to glorify or idolize these ideologies and governments.
