Good job calling the Salam/Pride connection pretty early on! He is a creepy little thing. Manga spoiler?- I don't believe it is ever mentioned in the show, but the worst part about Kimblee's little speech to Winry is that he conveniently left out the part that he was ordered to kill the Rockbells in Ishval but Scar beat him to it. 😬

Because they were also taking care of wounded ishvalans*. Kimbley respected the Rockbells because of their dedication and determination. But them helping anyone they saw reduced the killing and Kimbley is always happy to follow orders given to kill. So no he didn't lie to Winry. He did admire them. That doesn't mean he wouldn't have done the job himself.

oh, sorry if it wasn't clear. she asked during her reaction if he lied to her in some way with the way he told the story if I remember correctly. So I was saying no to her question that he didn't lie. just didn't tell the whole truth like she said he might do. and when I went to address it in the comments I saw you already talked about it and added onto it.
