To answer your question why Kimblee doesn't wear an uniform- he's no longer in the military, he was dishonorably discharged for killing all those officers (and keeping the stone, but only Father and the Homonculi know that). He's in charge of hunting Scar, but he's acting more as a consultant than a member of the military. Also- only state alchemists who are actively enrolled as soldiers (as opposed to just being state alchemists) are required to wear military uniforms, thus the reason Ed, Dr. Marcoh, and Shou Tucker never wear them. They're technically part of the military, but they're not soldiers like Mustang and Major Armstrong.
