The Daleks were a throwback the the second ever story on the show, back in 1963. The TARDIS crew had already been introduced to time travel by meeting early humans, but this was the first time the show had gone off Earth. They got some push back from producers, who felt that "Bug Eyed Monsters" were an anathema to a semi educational kids show. They instantly made a huge impression, however, and were one of the main recurring villains of the show.

This episode is great for many reasons, among them being giving empathy to a murder machine, and laughably addressing the stairs. There are tons of skits and memes making fun of the Daleks stair issue, I believe this is the first episode of Doctor Who in which the levitated. They would be in the basement or something and people would try to escape and someone would very campy think to themselves and say, "wait, run upstairs." Then the Dalek would be furious and mutter something about a foiled plan. Or someone would trap the Dalek downstairs by pushing them down a flight of stairs. Good comedy, the dry British humor.
