Colonizing a dwarf planet at the edge of the solar system is no easy task. However, governments and corporations that profited greatly from the terraforming of the Moon, Mars, and Titan are willing to take the risk. After years of coordination and division of interests, the Viceroyalty of Neo England was established.

The Viceroyalty of Neo England is not a sovereign entity, but more akin to the reincarnation of the East India Company into the twenty-third century: a Pioneer Council comprised of officials, corporate agents and private investors is responsible for directing the Yuggoth colonization program, and bestowed with power based on their respective shares and equity owned.

The legal tender of the Viceroyalty is the pound, a currency value bound to tok’l-metal futures, with a singular pound being equivalent to one pound of purified tok’l-metal. Residents of the Neo England colonies work in exchange for the futures, return to Earth to redeem at the end of the five- to ten-year contract period, and are often able to acquire wealth that would be quite difficult for an ordinary person to accumulate in a lifetime.
