I think you got a bit confused at what Armin said, he was talking about how the first time the titans attacked they broke through the outer and inner gate, but now they only broke through the outer gate because Eren transformed. The real reason the titans only broke trough wall Maria on their first attack and then stopped is revealed later.

I think the reason he got confused is it was showing footage of the Armored attacking Shiganshina while Armin was talking about Trost. The Shiganshina district attack was at the south of Wall Maria in the year 845 (episode 1-2). Colossal kicks down outer gate, Armored sprints through inner gate. Titans overrun Wall Maria for 5 years. Cut to year 850 (end of episode 4), Colossal arrives at south of Wall Rose (Trost district) and kicks down its outer gate. Where was the Armored Titan to take down the inner gate of Trost though? That's what Armin is trying to get at. His hypothesis is Eren's transformation cancelled the attack for some reason. The show showed the Armored's Shiganshina inner gate attack because there's no footage of the Trost inner gate attack (since it didn't happen). Hope that helps further.
