We're definitely going to see all these characters again at some point. Oda had an interview recently where he readdressed fan criticism on why he doesn't kill off characters. He said he'll only kill them off when it's absolutely necessary for a certain plot related to it to go somewhere. He believes too many series use deaths often as a means for shock value or to serve cheap purposes. He doesn't want One Piece to be like that. He believes even the characters who do end up dying should have a proper arc and defining moments to make them stand on their own feet. If possible, he'd like to avoid killing too many because, at the heart of it, One Piece is a story about freedom, joy, and parties, which is what Luffy overall represents. He said, "The reason I don't want to draw scenes where people die is because I want to draw a party after the battle. If someone dies, you can't have an enjoyable party. A party is my ideal form of friendship. I want to end One Piece with a big party." All these characters who haven't died off will most likely serve an important purpose in the upcoming arcs and so far it seems as many as possible are going to attend this end party. And really, I'm here for it, I can't wait to see it honestly.
