Chisato kind of has the same code as Batman. Killing is a line she won't cross, as that line in the sand is part of her identity, even if it makes it harder to do her job.

Mighty Snake

Adding to J Johnson, Majima is a lot like Chisato's joker, he wants chaos and to be entertained and he finds chisato to be entertaining. Also, this anime was real frustrating when it was airing because it is an anime original, meaning there's no source material, no idea if there's another season, and we have no idea what will happen. I also kind of like this bit where there's no one else in the cafe because they really get to show the relationship between teach and chisato (which is honestly my favorite relationship in this series though chisato x takina is also debatably the best) because teach is an excellent character and you can tell just how much he cares for chisato. He's an actual dad of the year.
