That's why she's faning the flames and gaslighting Zorzal into believing he can seriously defeat the JSDF. All to bring about the destruction of the Empire that conquered her kingdom a long time ago. I must admit, I applaud her desire for revenge and playing the long con with Zorzal. But at the same time I can't help but feel sorry for her.

The Sweepers are actually based on a historical group, one of the early secret police groups under the Russian Tsar Ivan the Terrible. They wore badges with a dog and broom symbol on them to symbolize them sniffing out and sweeping away the Tsar's enemies.
