Chisato doesn't actually dodge the bullets themselves, she just sees where her opponent is aiming and can dodge just before they fire. The key thing there being that she needs know she's being attacked and able to see her opponents gun for her to work her magic. That said, it's still OP as hell, especially in 1 v 1 fights.

Mighty Snake

Man badasses usually don't get much more cute. I don't know if you caught it because it's a quick thing, but Fuki and Chisato are implied to have been partners previously, and we can see they have an intense rivalry. Good luck Fuki cause you're gonna need it going against a girl who can pretty much dodge bullets. I'm glad you're enjoying the series it's surprisingly well balanced between the badassery and action, and the wholesome slice of life stuff.
