a "named mage" is, basically any mage that has at the very least 10 confirmed kills (might be wrong on this part, but I think they're only counting killing other mages in that number ), it's basically a way for both allies and enemies to know they're highly skilled and would be a high priority target for the enemy, when Tanya became a named mage some started referring to her as "The Devil of The Rhine", others called her "the Eleventh Goddess", I think Visha (viktoriya) is even a named mage already as well. This isn't really brough up in the anime properly, but the Allied Kingdom, Republic, and Unified States have actually been sending soldiers from their militaries to other countries as "independent mercenaries" to fight the Empire, they're doing it this way to deny any responsibility if their soldiers ever get caught, so they don't get directly dragged into the war, if any of their soldiers gets captured as a prisoner of war by the empire they can just claim they're not part of the military and were acting on their own as a mercenary, even though their home country was supplying them, it's sneaky, but so far it's been effective for them, they don't really care about the countries they're fighting alongside, the plan is to use them as bullet sponges more or less, have the empire waste its resources on them, so if they're ever forced to fight the empire, the empire will already be crippled economically and resource wise. oh by the way, the scene with Being X this episode is something the anime added, it's not in the light novel, God and his angels are kind of more careless in the light novels, you can kind of see that Tanya was right about their current method being a "failed business model" they don't care about people as individuals, they're overly careless in their actions, honestly I'm not even sure if the archangel who gave Tanya her Computational Orb even realized who she was, it just saw her as the human who was there at the right moment and time to use it, the ongoing war actually might end up being a bad thing for god and his angels the angels realize, their carelessness in letting it happen has made people begin to lose faith, and the empire which is growing is typically more atheistic, and pro-meritocracy, so if Tanya is able to successfully win the war, she may actually end up hurting god in the long run, by increasing the numbers of non believers.

Tanya's living in what's essentially Germany during the First World War. (Though the technology seems to be a mishmash of technology that existed both in WW1 and WW2). The link between smoking and lung cancer wasn't discovered until 1929 in Germany. Where anti-smoking came to be championed by the Nazis. This link was more or less buried by the Allies, since the Tobacco companies were making a killing off supplying servicemen with cigarettes. (It was largely written off as Nazi propaganda). The link was more or less rediscovered in the 1950s. Though the concept of secondhand smoke didn't become known until 1981. So when Tanya brings this up to Lieutenant Weiss. He has no idea what she's talking about. Because simply put science and common knowledge haven't advanced that far yet. Leading to that fun little scene at the end where Tanya walks into the smoke-filled headquarters.
