Well it technically wasn't the final nail in the coffin, since The Red Ribbon Scientist Gero built Androids 16,17,18 and Cell, and RR are making a return in the New Dragonball Super movie

honestly after this arc you can kinda see why they needed to move onto threats from space in Dragonball Z, they established the Red Ribbon army as one of Earth's biggest threats, and Goku single handedly decimates them, in these sorts of stories you can either make the next threats smaller and more personal or go bigger, and Dragonball has always been about "there's always someone who's stronger then you to surpass"

Well that’s it for the red ribbon army. We will never ever ever ever ever ever hear from them again. And maybe they’ll come back one time but it’s not like they’ll ever come back again in some movie 30 years later
