after seeing the Red Ribbon Army would you ever imagine they'd be a threat to Goku even now lol, even with all the cosmic and god level threats Goku will face, the one constant recurring threat throughout every series, original, Z, GT, and even super now, would be Red Ribbon, they're responsible for the androids and cell in Z, Super Android 17 in GT, and now they're plotting some new threat in the latest movie, even when Toriyama was asked to come up with a new villain for one of the games he went back to Red Ribbon with Android 21, on a side note I really hope they make her canon in the new film, because I really love the design lol. Commander Red had a "Scottish" accent by the way.

Yeah I loved the twist here. Commander Red didn't command the Red Ribbon Army to do horrible and ruthless things in order to rule the world. It was all so he wouldn't be a taller person. It's such a petty and moronic wish that you can't blame Black for shooting him in the face.
