It seemed like a bad move, taking on an army all by himself, but so far things are going just fine for Goku!

This is an excellent show of Goku's black and white morality that he has at this point in the story. Just to quickly explain, at this point Goku is very young and very simple minded. Goku at this point doesn't really understand or encounters many situations that would lead to grey areas in conflict. What I mean is Goku at this point only sees good and bad in a very black and white view. If they wronged him or he comes to the conclusion that what he's facing is "bad person" then he generally won't hold back and avoid killing them. This whole situation for instance, the RR have been hurting people and sent an assassin which killed a friend of his. There is very little grey area for this group, all they want is to take the dragon balls so they can rule world. So Goku just views them as bad so he should "beat" them. As such he hasn't shown much mercy so far or avoided directly killing them. Now an exception to this morality for him is the Tournaments, in these he doesn't want to kill anyone cause then he'll be disqualified from the tournament. What's more a majority of the guys he fights in Tournaments so far haven't been completely bad people, sure we have Giren but he's more of a bully than an evil malicious person. I just thought this was an interesting time to explain this since it pertains to Goku's character this early in the series.

I don't disagree, but he also would have let Tao go if he'd been sincere. So he will show mercy. I'd assume if the soldiers weren't shooting at him and were instead running away he'd ignore them.
