A thing to consider as well, Luffy has inspired the other prisoners, so if Raizo can free Luffy, he'll likely rally them to his side and they'll back the Kozuki Rebellion. On top of that he can secure Kidd as a potential ally against Kaido. Luffy's landed himself in quite an opportune circumstance.
