Dunno if someone already said this, but this is not the 1st time Luffy has met someone like this. Enel (the lightning guy with the funny face) also was able to predict (just not to this extent) what people would do. They called it Mantra.

Fishman Karate utilizes water in the opponents body to do the damage, so it's an attack that can't be guarded against with just haki alone, so that's why it worked against Big Mom.

Mantra was Observation Haki, awareness and a sort of precog ability to sense danger and attacks, like Luffy dodging the Kuma lasers after the time skip. Katakuri on the other hand is just literally peering into the future, that's like several tiers beyond anyone else up to this point.
