It depends of how you think, in terms of mastery and usability I would say katakuris is stronger cause he honed it so much to the point of future sight, but Enel has a MUCH greater range to use his as his is able to cover the whole of skypeia, how I compare them would be like Enel is a side slash while katakuris would be a thrust, one covers more range but is weaker while the other is more focused and stronger, strength wise.

Enel couldn't actually see into the future, Mantra is more so reading people's intentions than precognition. Remember Enel "predicted" 5 people will remain but that ended up false because of Luffy and Aisa. He was just trying to force the situation to result in 5 people remaining, so Enel wouldn't lose credibility as a "God". Whereas Katakuri has Future Sight so he can legitimately forsee the future that actually comes true without intervening in the situation, but has the ability to prevent unwanted future events. Katakuri's observation haki is a MUCH higher level than Enel.

@Noah Enel's observation only ranged so far because the Rumble Rumble enhanced his observation range to expand through electromagnetic waves on the island. Enel's CoO isn't advanced, but with his df combination he can kind of cheat his way into an advanced technique which would practically be reading people's minds and insane hearing capabilities.

Side note: Remember that breaking a mirror in the mirror world results in the original mirror breaking too. Mirrors litter the whole dimension they're in and I don't know if you noticed, but their attacks are just a little big. All I'm saying is this. Imagine brushing your teeth and all of a sudden you see a giant fist for a split second before your mirror shatters!

Aisa (little girl from Skypiea) had the highest natural Observation Haki range in the entire series so far. No other CoO user currently can match her sensing range. She could hear voices entire Upper Yard and further WITHOUT training!

Rayleigh is the best in both natural range and future sight currently, his ranged spanned all of Ruskaina and could tell how powerful the animals there are and *SPOILERS* He has confirmed future sight. Only person in the series I see having better observation than him currently is Shanks.

To answer the question actually being posed: I'd state that Katakuri's level of Observation Haki is higher than Enel's due to the level of ability that is shown by using just each individual's Observation Haki. To clarify, Enel certainly does have a large range in which his Mantra/Observation can monitor, however, it is stated that such a phenomenon occurs when he uses his Mantra/Observation Haki in conjunction with his Devil Fruit, as if to create some Electro-Sensory Radar field that only he can use. Even though his sensory range is widespread, the only type of information he can perceive is that in which is presently happening. On the other hand, Katakuri's Observation Haki has been trained past the "normal" level of being able to see things going on around you in present time and can see things of an "unmodified" future, allowing him additional seconds of reaction/counter time over any "regular" Observation Haki user. To make some sort of analogy, if the "power" of their Observation Haki were to be compared to Car Engines, Katakuri is like a V8 while Enel is like a V4 with a Devil Fruit Supercharger. To answer some of the misconceptions the comments section has spawned: Oda does a very poor job of outlining specific details of things (such as island size, distances, ranges, anything that requires a solid number and real life units) and thus, we don't really have a measured range of anyone's Observation Haki. Aisa is a solid choice (I suppose) for character with longest range Obersavtion Haki, although the arguments can be made that Upper Yard/Skypeia are smaller than either Marineford/Ruskaina (an argument I'm not trying to sit here and make, as I mentioned Oda is bad at giving specifics). What would still be described as "Natural" Observation Haki includes the level that someone trains it up to, as it is part of their own Natural existence that required them to put in training and effort, instead of a power-up given by an external 3rd party (Think Naturally Built Muscles vs Steroid Built Muscles). 'Aisa has the best UNTRAINED Observation Haki of an character* would be slightly more accurate to the point you're trying to make. Rayleigh is not confirmed to have future sight, although the anime does a poor job of showing that or not. The scene in question regarding Rayleigh showing Luffy "Future Sight" is just Rayleigh using highly trained regular Observation Haki to dodge an attack he could just see was starting (Think of a Boxer using intuition to prepare a Counter based on how his opponent is stancing/preparing to throw a punch) It can be argued that Rayleigh has Future Sight, but it is never explicitly shown or stated. Shanks is a confirmed user of all 3 types of Haki (Vivre Card Databooks) and has *arguably* already shown use of Observation Haki in the Pre-Time Skip. During Shanks' meeting with Whitebeard, Shanks (while sitting cross-legged), dodges the empty gourd of Sake that Whitebeard throws directly at him, without directly looking at it. Nothing like good ol One Piece comments.

Yeah but he’s still in the timeframe where he’s using a form we ALL know will not do anything to Katakuri. Luffy needed to go gear 4 to do any significant damage to Doflamingo and to do anything at all against Cracker. Katakuri has been stated to be way stronger than either of them. So this pre gear 4 fight is nothing but padding. We know, as should Luffy, that he’s not going to do anything at all in before gear 4

Luffy kept G4 in his back pocket as he knows it siphons a lot of haki at a rapid rate. It was more than enough to defeat Doffy and as you said, barely enough to defeat Cracker, but he knows if he commits to G4, it's all or nothing. Luffy is a doofus, but when it comes to fights, he's as brilliant as Goku.
