I think it's more like "Onizuka saved his ass and he gave Onizuka onetime slip 'for dating a school girl' " (especially since it was misunderstanding involving his daughter)

Like any family dynamic, the relationship between the vp and his family is a complicated one. Vp doesn't recognize the issues being caused by his character flaws and for whatever reason, his family is choosing to address his character flaws in the exact worst way, resulting in the issues remaining unresolved. Unfortunately it happens all too often. On a lighter note, it was revealed in the manga during this part that vp was so stressed that he had blood in his urine.

I think it's more he was backed into a corner and Onizuka helped him. Besides if they had that emergency meeting, it might come out that his daughter was the girl involved. Which could be damaging to her future, the Japanese are kind of old fashioned that way. Not to mention what would happen if the school found out about him running down the street buck-naked.
