So I'm not sure if its stated anywhere in the anime, but basically if im remembering right is that Laws power works off his stamina, and using his power also decreases his stamina, so let's say even if he's not running or walking or anything that would use stamina, he would lose some just by creating a room, its why he wasn't able to use his power, near the end of the fight with doffy, considering how much stamina he alone used using his power, on top of all the fatigue from the fight itself has taken on him.

Doffy is definitely one of my favorite One Piece villains, in that he's an evil asshole and knows it and loves it, while also being actually intelligent and competent.
