That moment when they walk out to "save" Dressrosa and take Riku down....cements Doffy as one the best villains in anime. Just totally sadistic on a different level. There's a reason people still like him though, just a well written character even for how horrible he is.

Redemption

Doffy was like "I'm going to enjoy and wait UNTIL the citizens start verbally hating him then its time to hero." Also enjoy the well timed and placed video snail.

It's not surprise that Doflamingo was a Celestial Dragon, because he's one of the biggest scumbags in the series, he'd fit right in with them. The main difference being, of course, that Doflamingo's a badass himself who takes care of his own business while the Celestial Dragons are weaklings who hide behind the strenght of the Admirals.
