From what I have heard, there is some very minor correlation between the food the mother eats and the hormones a child gets in the womb, but it's more likely that a different sperm cell simply reached the egg first, so the new Ruka is more like an identical twin then anything

The last scene in this episode with the ED playing while Okabe realizes how much has changed always manages to give me chills, love it!

That part right at the end always hits so hard. The music fading in, the look of fear and confusion, the camera spins, it's great. Shows well his realization of the dangers of what he's doing.

What I believe happened, regarding Shining Finger, is that due to the fact Ruka's D-mail was sent further back than her's, the new world line that was created was formed before the decision for Shining to not buy a new phone. Therefore, this is simply a world line where Okarin met her, the same as before, and where she didn't end up sending her own D-mail, resulting in the lab group still knowing her. The reason she probably didn't send the d-mail is that he didn't have the IBN with him this time around, which was a big part of her becoming a member.
