Honestly, I would say that Starrk and Halibel are much more like antagonists, rather than real villains. Both of them have much more positive sides to their personalities then most of the Hollows, like how they clearly care about their subordinates, and Starrk not even really wanting to fight at all. Barragan (the old guy) is kind of a douche though, so you can dislike him all you want! :)

I think Bell is similar to Ulquiorra where they both have this quiet, cool, confident demeanor. And when they talk about their prowess, it's doesn't feel like them boasting, it's just them stating facts.

The reason Halibel is ranked higher than Ulquiora is that she can use all the water of the battlefield to exponentially increase her power. Ulquiora might be stronger normally but Halibel gets stronger the longer the fight goes on.

Halibel is voiced by one of the best voice actresses out there, Laura Bailey. She also voiced Lust in FMAB.
