Garp may be a vice admiral but he is on a whole other level compared to the other VAs and even the admirals. He was like ok I'm a VA I can pretty much do what I want I don't need anymore responsibility lol.

To be honest I never considered the Marines as bad guys I mean sure we got some bad people in them like akainu but most of them just wanted to help people. The problem is the people that are in charge of the Marines the world nobles and the 5 elders.

Garp is such a badass; having a son being the leader of the biggest enemy of the navy a grandson being a ridiculously notorious pirate and an adopted grandchild whom he still raised even knowing he is the child of the pirate king. The navy is fully aware of all this, and is still allowing him to be a vice admiral, being highly respected by even the dang fleet admiral. That says a lot about what a legend this man is for the navy.

It also doesn't help that the main protagonists are on a side that is by its very foundation opposed to the Marines, they can't help being the antagonists
