If someone would lay their 5 cents here too that would help, the things Vivi said here didnt make all that much sense to me maybe because of the way its cut, or the subtitles. Either way the way I understood the thing Vivi told Koza was that if they said there was a bomb about to blow it would cause widespread panic and a lot of people would die, not being able to evacuate properly and casulties of said panic and such. I mean sure the rebellion needs to be stopped but that doesnt seem very urgent atm. Has anybody seen different subtitles or seen the whole of this scene recently or such?

By stopping the rebellion first, the two armies would cease fighting and it would be far easier to evacuate them both together than it would be to evacuate two separate fighting armies.

Yeah, Crocodile's very smart. His plan here has so many backups, like the bomb and the hidden baroque works members in both armies. This plan has been really well thought out.
