They are conducting experiments which they don't really understand. They don't know why Okabe can retain memories while the rest can't. And even if they succeeded in sending the DMail, perhaps the world line didn't change (since he didn't feel the feedback). I think they asked Mayuri what happened at the tournament just in case something like Okabe's power happened to Daru too (since he wouldn't remember winning). They only went for the Lotto once. Ruka's referring to that one event. He's still hang up about it. No one checked what Moeka wrote in the DMail she sent. And we didn't get a look at her cellphone screen, which is, I believe, unlike the previous times. And she does have a good poker face. I agree that Ruka's request should have been denied, but I guess the explanation behind this is, the protagonists haven't seen enough sci-fi movies to be adequately scared of the butterfly effect. Like they said, it's silly to think that eating more vegetables would make Ruka be born a girl, so they thought no change whatsoever would occur. Which it didn't, in what they were targeting specifically, but even a 0.0001% change in her mother's behaviour over the span of 18 years, and the 0.0001% change to anyone she interacted with... Hope she didn't suffer from iron deficiency. Moeka's DMail jumped us from 0.57% (Ep.07, the Lotto mail) to 0.52%. A noticeable change of someone not joining the hero's group (and whatever else in the background we don't know about) was worth 0.05%. Ruka's DMail put us into 0.45%. Therefore something almost as big has transpired. Maybe some cabbage trader got super rich 18 years ago. P.S. Tuturu~!

I think it’s a good time now to say that Ruka is a trans girl. It’s clear from these interactions she has gender dysphoria and the creators have never said anything to contradict this (to my knowledge), even with some jokes in bad taste. Mainly mentioning this because sometimes fans can be weirdly insistent that she isn’t. There are some things people pitch, but there isn’t any cis-het explanation.

For clarification Ruka only bought one wrong ticket, the watermelon was just as an apology. Also this is never really explained but as you correctly mentioned people should always remember every mail sent to the past. But for some reason peoples memory remains unaffected unless the mail has a big enough effect to causes the world line to change. This is a bit strange but i would just accept that one at face value.

Glad to see there isn't any push back against this. I've seen people throw themselves into mental gymnastics to acknowledge Ruka as anything other than trans, but honestly with everything presented in the show it's hard to see it any other way. There's some discussions about original VNs, translations and english dubs, but ultimately how Ruka's feelings are depicted feel very intentional and resonate with a lot of people.

There is a huge difference between "I'd have preferred to have been born a girl" and "I'm a girl (in a boy's body)". I have no idea if Ruka is trans or not, but he sure fits the definition of gender dysphoria to a T.

While, after doing some research, the situation is more nuanced, but a few things are quite clear. 1. Ruka is queer in some way 2. Societal expectations make Ruka question how her biological sex aligns with outside pressures and herself. 3. Going hand-in-hand with 2, she is very much grappling with her gender identity. While I don’t want to get into spoiler territory, it’s clear that she feels uncomfortable in her body and, while she is still likely still figuring stuff out and has confusion, I think saying “they say they want to be a girl, but do they REALLY?” gets into some dicey territory I don’t want to discuss. It’s best we shelf this for later when we get more into the show and see more of Ruka
