There aren't that many people who know about Ed and Al. They committed a taboo and if the higher ups were to find out than they could be in big trouble; which is why they only tell people they can trust. Mustang and Hawkeye was there after they transmuted their mom. Armstrong found out from Mustang because Mustang trusts him. And they only told Tucker because Ed wanted to know his secrets (equivalent exchange). It seems like a lot of people know because everyone who knows are in the story a lot.
