There are definitely parties like that in my area, I went to a few around that age. I assume in the show it's mostly drinking age adults there that's why they dipped when the cop was there since they were 18. The premise of the crash is dumb since only the driver would be liable. They could have gotten charged with underage drinking or drug use but those are like nothing charges.
