曾幾何時,埃塞俄比亞也被看作「非洲大國崛起在望」,例如出了獲得諾貝爾和平獎的總理Abiy Ahmed,也除了世衛總幹事譚德塞,但這兩人在國際舞台的表現,卻似是論證了埃塞俄比亞站不起來。

埃塞俄比亞自去年11月中開始陷入內戰,過去曾長年執政、並提拔譚德塞的「提格雷人民解放陣線」(TPLF)起兵,反抗「和平獎總理」Abiy Ahmed。經過大半年內戰,勝負未分,聯合國援助組織日前卻發表報告,估計提格雷地區550萬人口中,大部分人急需糧食援助,有35萬人面臨最嚴重的飢荒風險。這樣的規模發展下去,可能超過2011年的索馬利亞大乾旱。不過在「糧食安全階段綜合分類」,卻未能將危機定性為最高級別的「饑荒警報」,「未達標」是因為未達區域營養不良率30%,餓死死亡率也未超過萬分之二。但這樣的數字,很難把政府刻意隱瞞的人數計算在內,這就是國際政治官僚主義的流弊。

埃塞俄比亞政府軍極力否認出現飢荒,堅持提格雷區內無糧食問題,又指責國際「抹黑」。然後政府軍通過官媒發表單方面停火協定,同一日提格雷叛軍就重奪首府Mekelle的控制權,似乎政府受到國際壓力不少。須知在內戰初期,埃塞俄比亞政府軍曾和鄰國厄立特里亞聯手夾擊提格雷叛軍,禁止國際組織進行人道救援,更有組織地搶割稻米、破壞農村、封鎖農村運補、發出「禁耕令」,猶如制造人為饑荒,乃至種族滅絕。連政府派到提格雷擔任臨時副部長的Abebe Gebrehiwot,也證實當地糧荒非常嚴重,直言正是埃塞俄比亞政府軍和警察令局勢惡化。  

面對國內如此動蕩,作為埃塞俄比亞前衛生部長及外長的譚德塞,近乎對事件零表態。早在內戰之初,埃塞俄比亞軍就曾指控譚德塞是叛軍成員,一直遊說鄰國為叛軍提供武器;對此譚德塞在Twitter否認,說自己「並不支持任何一方」、「年少時曾經歷戰爭禍害,只希望和平」。至此之後大半年,目睹無數族人遇害,譚德塞為了避嫌,近乎在公開場合對事件視若無睹。

事實上,譚德塞任內遇到特大疫情,早就成為爭議人物,在國內也失去尊重,加上現任總理成為仇敵,一旦未能連任,何去何從,也費煞思量。其中一個歸宿正是中國:去年中國在清華大學成立了「公共衛生與健康學院」,由陳馮富珍任院長,譚德塞也有道賀;假如譚德塞WHO無得撈、回國又被總理追殺,清華這個學院第二任院長這職位,似乎是為他度身定造。為此避免捲入國內的滅族爭議和大饑荒,維持「超然」的「國際領袖」地位,以免連僅有的利用價值也失去,似乎是對譚德塞取態的唯一解釋。

I had a different perspective from most of the commenters here. One must know the culture and history to predict the reaction of a person. As a matter of fact, except North Africa, no modern state emerge from this Continent. Before the inquisition of Europe, most of the indigenous people are still in the state of tribal rules. Not only they can never conjure up collective forces against external threat, but also have no concrete identity except to their loyalty to patrimony. When I was working as voluntary worker in Eastern Africa, I met some remarkably intelligent and well educated people. To my surprise, most of them took pride more of their kinship instead of identity to their country. Later, I took interest of this observation and read a book from Fukuyama and learned his idea of the pillars of modern states, which pretty much coincided with my observations. Hence, Tedros’ indifference can be understood. No matter how deplorable the situation his home “country” has become, it won’t bother him as long as his immediate kinship is under the protection of some sorts.
