【回到未來🇷🇺】美國制裁無用嗎？俄羅斯概念股的香港滑鐵盧 (Patreon)

不少朋友經常說，美國制裁虛有其表，可以不理。就是列出一份名單，國家隊也會為他們著想，讓其體面安享晚年，就像昨天公佈的制裁新疆官員名單那樣，只是形式主義，何況國家隊也可以來個反制裁，云云。

要了解在香港制裁的影響，我們可以參考10年前一段往事。

話說2011年，當時的俄羅斯總統梅德韋傑夫訪問香港，那理應是一宗超級大事：由沙俄到蘇聯到俄羅斯聯邦，訪問香港的國家元首，只此一人，雖然當時香港人不大理會。稀客來港，自然沒有無緣無故的愛，當時外交界就流傳訊息：梅德韋傑夫（和背後的普京）是打算以香港，取代收容了不少反普京異見人士的倫敦，作為俄羅斯資金的避險天堂。具體計劃，就是在訪問後大舉引入100隻俄羅斯股票，而先頭部隊就是2010年已在香港上市的俄鋁。

但到了最後，俄鋁以外，一隻新俄羅斯股票也沒有在香港出現，連俄鋁本身也不久陷入醜聞，捲入曾經炙手可熱的張震遠。關鍵原因，正是美國2012年開始制裁俄羅斯，也就是我們談過的Magnitsky Act。雖然制裁的是俄羅斯官員，但範圍波及他們的所有資產；任何和美國有關的機構（包括銀行），都不能和他們、其公司、及與其有顯著交易的銀行，有任何瓜葛。假如俄羅斯公司大舉來香港上市，很可能和被美國制裁的個人或企業有關連，香港企業和他們做生意，也很可能瓜田李下。結果，整個計劃就泡湯。到了兩年前，乾脆連flagship俄鋁也被列入美國的制裁名單。

當美國開始制裁香港官員，捲入他們有顯著交易的銀行，下一步，已經不堪設想。

PS：順帶一提，CCTVB報導美國制裁新疆官員時，只說禁止他們入境。其實，美國制裁法案寫得很詳細：“As a result of today’s action, all property and interests in property of the entity and individuals named above, and of any entities that are owned, directly or indirectly, 50 percent or more by them, individually, or with other blocked persons, that are in the United States or in the possession or control of U.S. persons, are blocked and must be reported to OFAC. Unless authorized by a general or specific license issued by OFAC or otherwise exempt, OFAC’s regulations generally prohibit all transactions by U.S. persons or within (or transiting) the United States that involve any property or interests in property of designated or otherwise blocked persons. The prohibitions include the making of any contribution or provision of funds, goods, or services by, to, or for the benefit of any blocked person or the receipt of any contribution or provision of funds, goods or services from any such person. ” 要有國際視野，摒棄藍絲新聞絕對是第一步。
