The stream / canal was indeed in the first town they visited (Erumalu) and used water from the Alabasta equivalent of the Nile or whatever, but the old guy is digging in the oasis they reached after their desert crossing (Yuba). They saw the destroyed canal a few episodes ago, but the fillers slow the pacing enough that it kind of makes it easy to forget some of that stuff by the time you get to Rainbase.

Yeah Carson was right, it was Erumalu that had a canal from the Sandora River (that much of Arabasta, quite similar to Egypt, is dependent on). Yuba, on the other hand, was described to be an uninhabited oasis, which sounds like a natural freshwater source to me & would also explain the old man Toto digging for water. For some more context to the importance of oases & river canals. The anime said Erumalu's canal was simply destroyed, while originally it was explained as the river's source starting to weaken, which led to the river's freshwater slowly being displaced by seawater. Those increased salinity levels downstream near the mouth of the river were the reason why cities in the south, such as Erumalu, could not be sustained anymore, since the Southern canals were now filled with seawater (unless they either already were an oasis, had one nearby or it rained regularly). With the rain stopping 3 years ago, many of those towns had to be abandoned. Nanohana (the port town) was the exception to this, because it had the (afaik only other mentioned) oasis, Katorea, to supply it with freshwater (the rebel's HQ changed from Yuba's oasis to Katorea's). Oh and regarding that mock map, it was very easy to miss but Koza said "it could serve as the crossroad of the WESTERN desert of Arabasta", so the center of everything on the left side of the river that splits Arabasta in two, which it is.

Tidbit that the anime excluded, Crocodile said in the manga that for years his agents all over were bounty hunting in order to raise enough money to purchase large amounts of silver needed to make Dance Powder, which we know he planted, etc. Silver being an ingredient for Dance Powder is a direct reference to the real life substance Silver Iodide which creates artificial rain.

I hope you guys change to One Pace at least when you reach the big arcs, little by little the anime starts stretching scenes and to me it gets kind of annoying.
