Going to have to agree on B. The law at hand neither targets a protected class nor a fundamental right (despite the wording in Plyler v. Doe), so a rational basis test should apply. Furthermore, local property values are only one part of the complex formula for determining school funding. Thus, the students will not be able to show that there isn't a rational basis to further a legitimate governmental interest.
