Regarding GDPR, if you want to know why those companies are panicked it's because of this: "a fine up to €20 million (around 23m USD) or up to 4% of the annual worldwide turnover of the preceding financial year in case of an enterprise, whichever is greater". <a href="https://gdpr.algolia.com/gdpr-article-83" rel="nofollow noopener" target="_blank">Article 83</a> paras 5-6.

Two legal principals meet in Australian voting. Compulsory voting and Secret balloting. ie if you're disenfranchised you have to show up to vote, but no-one is allowed to look at your ballot, so you can walk straight to the ballot box and drop it in un-voted. The term in Australia is "informal" votes - ie any vote for which the voting intent can't be determined or is incorrectly filled out is not counted. Additionally you can vote at any polling station in the region (ie any in the state for state elections, etc,...). Although out of electorate voting is slower on the day and may take longer to be counted. It all works pretty well for participation...
