There's one Loss, one Balthazar, one Miep and one crewmate. I count every background elephant character as one in this comic. Bonus comics don't count.

FIRST PANEL
1: I was halfway through drawing the background in this panel when I realized it had to be autumn, so I changed the green leaves to hues of red, brown and yellow. Little bit of comic consistensy for you there.
2: Elephant 1: Agent 47 from the Hitman games!
3: Elephant 2: Shovel Knight from Shovel Knight!
4: Elephant 3: Lady Dimitrescu from Resident Evil: Village! Found by UnSaxon51.

SECOND PANEL
5: Balthazar's appearance this week is his likeness in the Elephant Fruit in the bottom right corner, as mentioned by Spirit of Gotham!

THIRD PANEL
6: Even though it's not what it looks like in Super Mario Bros. Wonder, I decided to add a little elephant-shaped puff in the transformation effect. Glad you appreciate it, Lord Circe.

FOURTH PANEL
7: Elephant 4: Liu Kang from the Mortal Kombat franchise, specifically his Mortal Kombat 1 design. Can Shaolin monks not turn into elephants, Fighting Master?
8: Elephant 5: Sackboy from LittleBigPlanet/Sackboy's Big Adventure!
9: Elephant 6: Scout from Team Fortress 2! Glad you recognized him, Marsala.
10: Elephant 7: The purple elephant that the Scout elephant is riding is Spyro. Found by Shelby Kinkead.

FIFTH PANEL
11: Elephant 8: Miep apparantly ate Elephant Fruit, too! She appears as an elephant in the background of this panel, as mentioned by Generic Hero.
12: Elephant 9: No clue who Tea is, Invisible Cloud, but I did think it was a cute detail that Cuphead turns into a teapot when consuming the Elephant Fruit!
13: Elephant 10: Sans' skull, after consuming an Elephant Fruit, turns into an elephant skull! Good catch, Percylegallois.
14: Elephant 11: Omori from Omori!
15: Elephant 12: No idea who John is, A Sad Fat Dragon with No Friends, but it is indeed Gordon Freeman from the Half Life franchise!
16: Elephant 13: Turok from the very first Turok game.

SIXTH PANEL
17: A puff of smoke is crewmate-shaped. Found by Cameron Devera.

SEVENTH PANEL
18: Elephant 14: Steve from Minecraft (and Smash Bros.)
19: Elephant 15: Tingle from the Legend of Zelda! Found by Jon Brouse.
20: This week's loss is visible in the lighter squares on elephant Steve's trunk! Classic find by Trigger.

EIGHTH PANEL
21: Copper from Animal Crossing is locking Wario and Waluigi up. He indeed rewarded them for ratting Toad out in the Gym Rats comic, Williams Fan 92! Also, you totally deserve to be locked up if you go sell untested body-transforming drugs to minors.
22: The Toad in the cell is the same Toad from the aforementioned comic, as pointed out by BenjaMan64.
23: Hahaha, glad you counted the days someone marked on the wall in this panel, Brandon Digwood. They indeed at up to 69 (the funniest number).
24: Someone drew a hand putting up a ring finger on the wall as well. Guess they didn't know which finger is the middle finger, Edgar Castro.
25: Someone (maybe the same person who drew the ring finger) tried to draw the cool S but failed miserably at it. Not sure if it was Toad though, Pokedude14. Could have been one of the people being held in the cell before him.
26: They didn't fail at putting some profanity and gutter language on the wall though. Quite literally. So no, it does not say Gurren Lagann, Trent Brown.
27: Apparently they were a Radiohead fan as well, since they also drew the Radiohead logo (the little creature with pointy teeth). Nice Kid A profile picture, Nick Agee.
28: He also thinks that All Dogs Are Bastards, as indicated by the ADAB letters right under the bench Toad is sitting on. Although Bitches would fit too, fictionfan0.
29: And lastly, they drew a very unflattering little caricature of Copper!
