Really fun to see you guys add context to this city, especially since I did not design it so I have no idea what it's supposed to be either. I agree with basically everything you've said: it looks like a research facility, a weather monitoring station, a archeological dig site... In the end I just picked a potpourri of suggestions that seemed the most fun to me. Check the poll below to see the ones I picked!

I was adding a LOT of details to this one when I realized most Eeveelution designs aren't actually that complicated. So I removed the details and just made it look like a wyvern Eevee, which is what it's supposed to be.
