They showed at the end of the episode that Lucas was writing about his life in Tree Hill. The voiceover is meant to reflect his thoughts and feelings as he writes. It wasn't just a recap for the audience. It's an easy thing to misinterpret though.

You are right he is writing about his life but this was also the first episode after they transitioned to the CW so it was also meant to kinda recap, assuming there would be a whole new audience on the new network.
