As you can see Yasha is the imperial field commander in the Belheir mountains.

Belheir is beyond Imperial territory and though its not claimed by anyone technically the protectors of this region are the Templars, and they aren't friendly to imperial troops but there is currently no open conflict between them so the empire can roam around here as long as they don't interfere with the Templars.

She and her troops were assigned a mission to investigate a new cult that spawned around the death of the harbringer of the apocalypse, that believe that the dragon wasn't fully destroyed by Raeldor. Though it's not known widely what happened around that event and almost all common people believe the lies of the empire around the prophecy.

Their mission is to find the cult and destroy it, they know they are around here, after all this is the last known place where everyone lost track of Raeldor.

Anyways, she is the main boss on the prologue and might appear again after a while.
