I believe the show wanted a villain that could challenge each main character. Howard vs Root Detective Carter vs Elise/Russian Detective Fusco vs HR Reese vs any agency with 3 or more letters.

I really enjoy this episode a lot. I like the complexity of the villain from this episode and I like the innocents that Reese and Finch fight to save. The storyline throughout this episode is smart and well executed and very entertaining. I also love that we get to see another past character they have saved return to the show. I like Leon Tao. And last but not least, I love both Fusco's and Carter's involvements throughout this episode a lot too. It was good to see Fusco create a distraction when he delays, then later discovers the cop to be a bad guy working for the villain. And it was good to see Agent Snow again as well. Always intriguing. Thank you for another great reaction! I can't wait for more!! Until then...

On the topic of the show’s numerous villains / running plots, I think that (and the great characters) really puts the show over the top for me as an underrated gem. I think of them in buckets, each allowing the show to explore different stories and scope — for example, street level with Elias and HR, government operations with Special Counsel and Snow, AI level with Root, etc. And watching them juggle multiple story threads, and then seeing them sometimes intersect (such as Carter getting mixed up with Snow in this episode) makes it a much more fascinating show than the ostensible number-of-the-week premise suggested at first glance.

I decided to be a patron based off the fact you gave this show a try. It’s an incredible show that gets better each season. More serialized as the seasons go and the stakes get HIGH. So glad you are doing it.
