So I shortened and sewed an old crappy petticoat to the hoop and now im gathering the pettocoar at the bottom a bit so that it keeps the dome shape of the hoop skirt instead of pushing the skirt out into more of a / \ a-line silhouette which would defeat the purpose of the hoop skirt.
